Your views urgently needed on proposed changes to Childcare Inclusion Funding for after school and holiday play schemes

The local authority is proposing to change the way they fund inclusion for school-age children attending out of school childcare (out of school clubs and holiday playschemes) and should like your views.

At the moment, there are two levels of funding available for children with SEND in receipt of DLA or with a Statement of SEN or EHC Plan or an early help plan – up to £3600 per year for children of working parents, and up to £1800 for non-working parents.

The local authority proposes ending the funding for non-working parents, and children with an early help plan.

If these proposals go ahead, they will apply to both new applicants and those families currently receiving Childcare Inclusion Funding from April 2018.

Amaze’s DLA project manager, Lizzie Batten, explains why she is concerned and why it’s so important you respond to this survey:

“A disproportionate number of disabled children live in households that rely solely on benefit income. Whether you are a working parent of a disabled child or not, I think this new policy will disproportionately impact some of the poorest and most vulnerable children in the city. Any parent who has a parent who has a disabled child will understand how important it is for their child to be included in after school activities and to get a break in the holidays. I think all parents who have a child with special needs will to want to have a say.

I worry that what is being proposed is also likely to have unintended consequences. If mainstream play schemes aren’t able to provide enough support, families of disabled children will be more likely to approach social services for direct payments to pay for this extra help. There could also be a real increase in demand for places at Extratime, which is funded differently.”
